Human Rights NGOs Denounce Crimes Against Humanity in the Prisons of El Salvador

The civil human rights organization, Legal Humanitarian Relief (SJH), denounced on Monday before the Attorney General’s Office the Minister of Security of El Salvador, Gustavo Villatoro, and the director of Penal Centers, Osiris Luna for humanitarian outrages and crimes against humanity.

According to the NGO, the abuses occurred under the emergency regime called since March 2022 following the war against gangs based in the Central American country.

Ingrid Escobar, director of the SJH, said at a press conference that the criminal complaint also includes deputies and former deputies of the Legislative Assembly who have endorsed the extension of the regime, In addition, there are prison directors, judges and prosecutors.

The crimes reported as crimes against humanity are deprivation of liberty, torture and disobedience to judicial orders, failure to perform duties, denial of assistance and arbitrary acts.

“I call upon the State of El Salvador to guarantee justice for the victims, first of all the gang victims, (…) that they are the first ones who will not get justice for all these criminal reforms and the emergency regime”, he said.

He also called for justice to be given to “our innocent victims who have been captured without due process and are paying an anticipated penalty they do not deserve”.

Jayme Magaña, a lawyer for the SJH, said that “international agencies are telling El Salvador that it is violating the conventionality control, that it is violating human rights”.

“We come to tell the Prosecutor’s Office that it must start the investigation for the violation of human rights that are being committed in prisons,” he said.
